Several federal states have broken a welfare state's taboo. They have re-introduced the partial payment of tuition fees which was only abolished in 1970. This does not meet with wide public approval. Tuition fees are in fact, still a matter of public dispute and in the federal states in which tuition fees have been introduced, the opposition fights its election campaign by promising to abolish them. Legal examinations have however established that tuition fees are legally unassailable as far as constitutional law is concerned and that they do not conflict with existing contractual international law, either. Due to the peculiarities of the Federal constitutional law of Hesse, possibly there is a different situation there.
