Jiwei Ci, whose work is not well-known in Europe as of now, is professor of political philosophy at the University of Hong Kong. My reading of Ci's works draws a systematic line from his grounding of moral consciousness in individual agency as well as in state politics to his claim that China is in severe need of a democratization. This democratization is shown to be bound up with the state, due to its factual power, but also due to the Communist Party's practical competence as the only force that has ruled China since 1949, and civil society which needs to develop a new moral culture that itself is in dire need of autonomy from the state.
