The agreement on stability, coordination and regulation in the economic and monetary union as well as the decisions regarding its conversion raise numerous questions regarding the conditions and the benefits of a reform of the treaties principles of the EU. The core elements of this volume are the instruments and procedures of a »genuine« economic and monetary union, the political and legal conditions of a fiscal union which is similar to a federal state as well its potential consequences and results.
