Between 1894 and 1898, Max Weber devoted a great deal of attention to a reform of the German stock and goods exchanges, and was a member of the provisional exchange committee convened by the federal council. At that time, the exchange (stock and goods market) was a central topic in the discussion surrounding the political and economic modernization of the German Reich. Max Weber's publications on the subject of the exchanges transcend the imparting of precise knowledge about the exchange and its trading and convey a deep understanding of the institution, which was very much in dispute at the time, and its role in the national and international economy. This work contains numerous contributions to an economic theory of social institutions (systems) and on an institutional policy run on principles. In this respect, they anticipate Weber's later works.
