The European Union is undergoing a democratic crisis. The calls for a European public sphere are growing louder. But how do public spheres originate? This study derives a European public sphere from the individual exercise of the fundamental status of nationals of the Member states: Union citizenship in accordance with Article 20 of the TFEU.
