Apart from the hierarchy principle, the collegial principle is of equal importance as a structural principle in administrative organization. They are classified in three different basic types of administrative organization: the pluralistic, the professional and the cooperative bodies. The collegial bodies serve as a form of self-government in the administration. In this work, Thomas Groß examines the constitutional foundations in the principles of democracy and the rule of law and their consequences for the statutory regulation of administrative organisation, procedural law and judicial protection. In addition he describes the collegial bodies in the administration of the European Union and classifies these according to the supranational structures of democracy.
